Maģistra darbu izstrādāja Ventspils Augstskolas Ekonomikas un pārvaldības
fakultātes maģistra studiju programmas “Uzņēmējdarbības vadība” 2.kursa studente
Kristīne Strika. Maģistra darba tēma ir “Projektu vadības modeļu salīdzinājums publiskajā
un privātajā sektorā Latvijā”.
Maģistra darba hipotēze – publiskā un privātā sektora projektu vadības modeļi
Latvijā atšķiras resursu, kompetenču un motivācijas aspektos, un privātā sektora prakse var
kalpot par pamatu publiskā sektora projektu vadības pilnveidei.
Pētījuma mērķis ir veikt salīdzinošu analīzi par publiskā un privātā sektora projektu
vadības praksi Latvijā, izvērtējot to atšķirības resursu, kompetenču un motivācijas aspektā,
un noteikt faktorus, kas ietekmē projektu ieviešanu un rezultātu sasniegšanu abos sektoros.
Darba mērķa sasniegšanai izvirzīti šādi uzdevumi:
1. Izpētīt teorētiskos aspektus par projektu vadības būtību, metodoloģijām un
projektu vadību ietekmējošiem faktoriem.
2. Analizēt publiskā un privātā sektora projektu vadības īpatnības un
organizatoriskos principus Latvijā.
3. Izpētīt, kāda ir projektu vadītāju un komandu kompetenču nozīme, resursu
pieejamības un motivācijas nozīme projektu īstenošanā.
4. Veikt empīrisku pētījumu, lai noskaidrotu projektu vadības praksi resursu
pieejamības, kompetenču, motivācijas mehānismu kontekstā un kādas ir to
atšķirības starp publisko un privāto sektoru Latvijā.
5. Analizēt empīriskā pētījuma rezultātus, izvērtējot būtiskākās problēmas un
atšķirības projektu vadībā publiskajā un privātajā sektorā.
6. Izstrādāt priekšlikumus publiskā sektora projektu vadības pilnveidošanai,
balstoties uz empīriskā pētījuma rezultātiem un privātā sektora pieredzi.
Pētījumā izmantota zinātniskās literatūras, normatīvu, projektu vadības standartu
un nozares dokumentu izpēte, kā arī kvantitatīvā pētījuma metode – aptauja, kurā
piedalījās projektu vadībā iesaistīti speciālisti no publiskā, privātā un nevalstisko
organizāciju sektora. Datu analīzei izmantotas aprakstošās statistikas metodes un rezultātu
interpretācija.
Maģistra darbs sastāv no trim nodaļām. Pirmajā nodaļā aplūkoti projektu vadības
teorētiskie pamati, raksturots projektu vadības jēdziens, dzīves cikls un metodoloģijas.
Otrajā nodaļā analizēta projektu vadības profesionālā vide Latvijā, tajā skaitā izglītības
iespējas, sertifikācijas iespējas, darba tirgus tendences, kompetences, pieejamie resursi un
motivācija. Trešajā nodaļā veikta empīriskā analīze, salīdzinot gan publiskā, gan privātā
sektora projektu vadības praksi, nosakot tajos būtiskākās atšķirības un problēmas. Bet
darba noslēgumā sniegti autora secinājumi un izstrādāti priekšlikumi publiskā sektora
projektu vadības pilnveidošanai, par pamatu ņemot empīriskās analīzes ietvaros iegūtos
rezultātus.
Pētījuma rezultāti liecina, ka projektu vadībā pastāv atšķirības starp publisko un
privāto sektoru. Privātajā sektorā novērojamas elastīgākas pieejas, racionālāka resursu
izmantošana un motivācijas mehānismi, savukārt publiskajā sektorā projektu vadību biežāk
ietekmē ārējie normatīvie ierobežojumi, birokrātija un ierobežota elastība.
Darba apjoms: 74 lappuses, 3 tabulas, 12 attēli, 54 izmantotās literatūras avoti, 3
pielikumi.
Abstract (english):
The master's thesis was developed by Kristīne Strika, a second-year master's
student in the study program “Business Management” at the Faculty of Economics and
Management of Ventspils University of Applied Sciences. The topic of the master's thesis
is “Comparison of Project Management Models in the Public and Private Sectors in
Latvia.”
The hypothesis of the master's thesis is that project management models in the
public and private sectors in Latvia differ in terms of resources, competencies, and
motivation, and that private sector practices can serve as a basis for improving project
management in the public sector.
The aim of the research is to conduct a comparative analysis of project
management practices in the public and private sectors in Latvia by evaluating differences
in resources, competencies, and motivation, as well as identifying factors that influence
project implementation and the achievement of results in both sectors.
To achieve the aim of the thesis, the following tasks were set:
1. To study the theoretical aspects of the essence of project management,
methodologies, and factors influencing project management.
2. To analyze the characteristics and organizational principles of project management
in the public and private sectors in Latvia.
3. To examine the importance of the competencies of project managers and project
teams, as well as the significance of resource availability and motivation in project
implementation.
4. To conduct an empirical study to identify project management practices in the
context of resource availability, competencies, and motivation mechanisms, and to
determine the differences between the public and private sectors in Latvia.
5. To analyze the results of the empirical study by evaluating the most significant
problems and differences in project management in the public and private sectors.
6. To develop proposals for improving project management in the public sector based
on the results of the empirical study and private sector experience.
The study utilized scientific literature, regulations, project management standards,
and industry documents, as well as a quantitative research method – a survey involving
specialists engaged in project management in the public, private, and non-governmental
organization sectors. Descriptive statistical methods and result interpretation of results
were used for data analysis.
The master's thesis consists of three chapters. The first chapter examines the
theoretical foundations of project management, describing the concept, life cycle, and
methodologies of project management. The second chapter analyzes the professional
environment of project management in Latvia, including educational opportunities and
certification opportunities, labor market trends, competencies, available resources, and
motivation. The third chapter presents an empirical analysis comparing project
management practices in the public and private sectors and identifying the most significant
differences and problems. The conclusion summarizes the author’s findings and presents
proposals for improving project management in the public sector based on the results
obtained during the empirical analysis.
The results of the study indicate that significant differences exist between project
management practices in the public and private sectors. The private sector demonstrates
more flexible approaches, more rational use of resources, and more effective motivation
mechanisms, whereas project management in the public sector is more frequently
influenced by external regulatory constraints, bureaucracy, and limited flexibility.
