Anotācija (latviešu):: Cera E. (2026) “Valsts regulējuma loma konkurences veicināšanā apbedīšanas nozarē Latvijā”. Pētījuma hipotēze: Vienots valsts līmeņa regulējums apbedīšanas pakalpojumu nozarē veicina godīgāku konkurenci un uzlabo pakalpojumu caurskatāmību Latvijā. Pētījuma mērķis ir analizēt valsts regulējuma lomu konkurences veicināšanā apbedīšanas nozarē Latvijā. Pētījuma uzdevumi: 1. Analizēt valsts regulējuma teorētiskos aspektus un tā nozīmi konkurences nodrošināšanā tirgus ekonomikā; 2. Izvērtēt pašreizējo apbedīšanas nozares tiesisko regulējumu un tā attīstību Latvijā; 3. Raksturot apbedīšanas pakalpojumu tirgu un identificēt faktorus, kas ietekmē konkurences vidi nozarē; 4. Izvērtēt valsts un pašvaldību regulējuma ietekmi uz konkurences apstākļu nodrošināšanu apbedīšanas pakalpojumos. Pētījumā izmantotas gan teorētiskās, gan empīriskās pētījuma metodes. Darba izstrādē veikta zinātniskās literatūras, normatīvo aktu un statistisko datu analīze, kā arī izmantota salīdzināšanas metode Latvijas un ārvalstu regulējuma prakses izvērtēšanai. Nozares attīstību ietekmējošo faktoru analīzei pielietotas SVID un PESTEL analīzes metodes. Empīriskajā daļā izmantota kvalitatīvā pētījuma metode – daļēji strukturētas ekspertu intervijas ar apbedīšanas nozares speciālistiem. Darba autors izvērtējis valsts regulējuma ietekmi uz konkurences attīstību apbedīšanas pakalpojumu nozarē Latvijā, analizējot nozares problēmas, ārvalstu praksi un ekspertu viedokļus, kā arī izstrādājis priekšlikumus regulējuma un konkurences vides pilnveidošanai. Pirmajā nodaļā analizēta valsts regulējuma nozīme uzņēmējdarbībā un konkurences nodrošināšanā, izvērtēta valsts un pašvaldību loma apbedīšanas pakalpojumu regulēšanā Latvijā, kā arī aplūkota Eiropas Savienības un citu valstu prakse apbedīšanas nozares organizēšanā un regulēšanā. Otrajā nodaļā analizēts apbedīšanas nozares regulējums Latvijā, raksturota tirgus struktūra, dalībnieki un attīstības tendences, kā arī izvērtētas esošā regulējuma problēmas un to ietekme uz konkurenci apbedīšanas pakalpojumu tirgū. Trešajā nodaļā analizēta valsts regulējuma ietekme uz apbedīšanas pakalpojumu attīstību un konkurenci Latvijā, izvērtējot nozares attīstību ietekmējošos faktorus, ekspertu viedokļus, kā arī formulējot secinājumus un priekšlikumus nozares regulējuma pilnveidošanai. Pētījuma rezultāti apliecina, ka apbedīšanas pakalpojumu nozare Latvijā ir sociāli nozīmīga un specifiska uzņēmējdarbības joma, kas ņemot vērā Kapsētu likumu, joprojām darbojas fragmentāri. Pētījums parādīja, ka konkurences intensitāte reģionos atšķiras, bet būtiskākās problēmas ir cenu necaurskatāmība, informācijas asimetrija un vienotu profesionālo standartu trūkums. Pētījumā izvirzītā hipotēze apstiprinājās daļēji – valsts regulējums var veicināt godīgu konkurenci, ja tas ir samērīgs un neierobežo uzņēmējdarbības attīstību. Darbs uzrakstīts uz 52 lapaspusēm, ieskaitot 4 tabulas, 4 attēlus, 55 literatūras avotus un 3 pielikumus.
Anotācija (angļu):: Cera E. (2026). “The Role of State Regulation in Promoting Competition in the Funeral Services Industry in Latvia”. Research hypothesis: A unified state-level regulatory framework in the funeral services industry promotes fairer competition and improves service transparency in Latvia. The aim of the research is to analyse the role of state regulation in promoting competition in the funeral services industry in Latvia. Research tasks: 1. To analyse the theoretical aspects of state regulation and its role in ensuring competition in a market economy; 2. To evaluate the current legal framework of the funeral services industry and its development in Latvia; 3. To describe the funeral services market and identify the factors influencing the competitive environment in the industry; 4. To evaluate the impact of state and municipal regulation on ensuring competition in funeral services. Both theoretical and empirical research methods were used in the study. The thesis includes an analysis of scientific literature, legal acts, and statistical data, as well as the application of the comparative method SWOT and PESTEL analysis methods were applied to analyse the factors influencing industry development. The empirical part of the study employed a qualitative research method – semi- structured expert interviews with specialists from the funeral services industry. The author evaluated the impact of state regulation on the development of competition in the funeral services industry in Latvia by analysing industry-related issues, foreign practices, and expert opinions, and developed proposals for improving regulation and the competitive environment. The first chapter analyses the role of state regulation in entrepreneurship and ensuring competition, evaluates the role of the state and municipalities in regulating funeral services in Latvia, and examines the practices of the EU and other countries in organising and regulating the funeral services industry. The second chapter analyses the regulation of the funeral services industry in Latvia, describes the market structure, participants, and development trends, and evaluates the problems of the current regulatory framework and their impact on competition in the funeral services market. The third chapter analyses the impact of state regulation on the development and competition of funeral services in Latvia by evaluating the factors influencing industry development, expert opinions, and formulating conclusions and proposals for improving industry regulation. The research results confirm that the funeral services industry in Latvia is a socially significant and specific field of entrepreneurship which, despite the adoption of the Cemetery Law, still operates in a fragmented manner. The study showed that the intensity of competition differs across regions, while the most significant problems are price opacity, information asymmetry, and the lack of unified professional standards. The research hypothesis was partially confirmed – state regulation can promote fair competition if it is proportionate and does not restrict business development. The thesis consists of 52 pages, including 4 tables, 4 figures, 55 references, and 3 appendices.
