Klāvs Ozoliņš. Atkritumu apsaimniekošanas ekonomiskie un vides aspekti Latvijā. Maģistra darbs. Ventspils Augstskola, Ekonomikas un pārvaldības fakultāte, profesionālā maģistra studiju programma “Uzņēmējdarbības vadība”. Maģistra darba mērķis ir izvērtēt atkritumu apsaimniekošanas galvenos ekonomiskos un vides aspektus Latvijā un izpētīt risinājumus to uzlabošanai, īpašu uzmanību pievēršot atkritumu dedzināšanas jeb reģenerācijas ar enerģijas atguvi ieviešanas iespējamībai. Darbā izvirzītā hipotēze paredz, ka Eiropas Savienības prasība līdz 2035. gadam apglabāt ne vairāk kā 10% sadzīves atkritumu Latvijai nav sasniedzama ar esošo atkritumu apsaimniekošanas infrastruktūru. Darba izstrādē izmantota zinātniskās literatūras analīze, normatīvo aktu un politikas dokumentu analīze, statistikas datu analīze, salīdzinošā analīze, anketēšana, intervijas metode un scenāriju analīze. Teorētiskajā daļā analizēti atkritumu apsaimniekošanas pamattermini, aprites ekonomikas principi, normatīvais regulējums, ekonomiskie stimuli un vides ietekme. Analītiskajā daļā izvērtēta pašreizējā sadzīves atkritumu apsaimniekošanas situācija Latvijā, atkritumu apsaimniekošanas izmaksu virzītāji, SIA “ZAAO” un AS “CleanR Grupa” darbības rādītāji, kā arī atkritumu dedzināšanas ieviešanas iespējamā ietekme uz poligonos noglabājamo atkritumu apjomu. Pētījuma rezultāti liecina, ka Latvijā poligonos joprojām tiek noglabāts būtisks atkritumu daudzums. 2024. gadā Latvijas poligonos ar D1 kodu tika apglabātas 297 472,082 tonnas atkritumu. Darbā secināts, ka atkritumu dedzināšana ar enerģijas atguvi varētu būt nozīmīgs papildinošs risinājums pārstrādei nederīgo atlikuma atkritumu samazināšanai, tomēr tā nevar aizstāt šķirošanu, bioatkritumu dalīto savākšanu un pārstrādi. Ventspilī plānotā no atkritumiem iegūtā kurināmā (turpmāk – NAIK) reģenerācijas iekārta paredzēta 15 300 tonnu atkritumu gadā, savukārt Gren Aconē plānotā reģenerācijas stacija varētu izmantot 150–200 tūkstošus tonnu kurināmā gadā. Aptaujas rezultāti rāda, ka sabiedrības iesaiste atkritumu šķirošanā un informētība par atkritumu tālāko apsaimniekošanu vēl nav pietiekama. Regulāri atkritumus šķiro 42,0% respondentu, savukārt atkritumu dedzināšanu atbalsta vai drīzāk atbalsta 32,3% respondentu. Tas norāda, ka atkritumu apsaimniekošanas sistēmas pilnveidei Latvijā nepieciešama ne tikai infrastruktūras attīstība, bet arī sabiedrības informēšana un uzticēšanās stiprināšana. Maģistra darbs sastāv no 82 lappusēm, 2 tabulām, 10 attēliem, 82 izmantotās literatūras un informācijas avotiem un 3 pielikumiem. Abstract (english):
Klāvs Ozoliņš. Economic and Environmental Aspects of Waste Management in Latvia. Master’s thesis. Ventspils University of Applied Sciences, Faculty of Economics and Management, Professional Master’s Study Programme “Business Administration”. The aim of the master’s thesis is to evaluate the main economic and environmental aspects of waste management in Latvia and to examine possible solutions for their improvement, with particular attention paid to the feasibility of introducing waste incineration, or recovery with energy generation. The hypothesis of the thesis states that the European Union requirement to landfill no more than 10% of municipal waste by 2035 is not achievable for Latvia with the existing waste management infrastructure. The thesis applies analysis of scientific literature, analysis of regulatory enactments and policy planning documents, statistical data analysis, comparative analysis, questionnaire survey, interview method and scenario analysis. The theoretical part analyses the basic terms of waste management, principles of the circular economy, regulatory framework, economic incentives and environmental impact. The analytical part evaluates the current situation of municipal waste management in Latvia, the cost drivers of waste management, the performance indicators of SIA “ZAAO” and AS “CleanR Grupa”, as well as the potential impact of introducing waste incineration on the amount of waste landfilled. The research results show that a significant amount of waste is still landfilled in Latvia. In 2024, 297,472.082 tonnes of waste were landfilled in Latvian landfills under the D1 code. The thesis concludes that waste incineration with energy recovery could serve as an important complementary solution for reducing residual waste that is unsuitable for recycling; however, it cannot replace waste sorting, separate collection of biowaste and recycling. The planned refuse-derived fuel, hereinafter RDF, recovery facility in Ventspils is intended for 15,300 tonnes of waste per year, while the recovery plant planned by Gren in Acone could use 150,000–200,000 tonnes of fuel per year. The survey results indicate that public participation in waste sorting and awareness of further waste management processes are still insufficient. In total, 42.0% of respondents sort waste regularly, while 32.3% of respondents support or rather support waste incineration. This indicates that the improvement of Latvia’s waste management system requires not only infrastructure development, but also public information and the strengthening of trust. The master’s thesis consists of 82 pages, 2 tables, 10 figures, 82 literature and information sources, and 3 appendices.
