Darba autors savā maģistra darbā par “Ģeopolitisko lēmumu ietekme uz
lauksaimniecības uzņēmumu attīstību Latvijā” izanalizēja 2014. līdz 2025. gada
ģeopolitisko lēmumu kopu un to sekas Latvijas lauksaimniecības uzņēmumu izmaksu
struktūrā, eksporta tirgu pārkārtošanā un investīciju lēmumos.
Pētījumā izmantotas kvantitatīvās un kvalitatīvās metodes: oficiālās statistikas
datu analīzi, normatīvo dokumentu un politikas instrumentu izvērtējums, kā arī
strukturētas intervijas ar nozares pārstāvjiem. Empīriskajā sadaļā veikta divu kooperatīvu
LATRAPS un VAKS gadījuma izpēte. Rezultāti parāda, ka 2022. gada resursu cenu
straujais kāpums enerģija, mēslojums, loģistika izgaismoja ievainojamību loģistikas
ķēdēs, savukārt ilgtermiņā lielāko izmaksu spiedienu rada darbaspēka izmaksas.
Eksports no 2014. līdz 2024. gadā vairāk nekā dubultojās, pārorientējoties no
Krievijas uz ES tirgiem un pieaugot reeksporta lomai. KLP instrumenti stabilizē
ienākumus, tomēr biežās izmaiņas apgrūtina stratēģisko plānošanu. Visneaizsargātākās
ir mazās un vidējās saimniecības, kurām grūtāk finansēt precīzās lauksaimniecības un
energoefektivitātes risinājumus.
Darbā piedāvāti risinājumi uzņēmumiem ir izejvielu un līgumu diversifikācija,
precīzā lauksaimniecība, kooperācija, apdrošināšana un politikas veidotājiem KLP
likmju stabilitāte 3–5 gadiem, meliorācijas un loģistikas jaudās balstītas investīcijas,
administratīvā sloga samazināšana MVU, lai stiprinātu nozares noturību pret ārējiem
satricinājumiem.
Abstract (english):
The author of the thesis in his master's thesis on "Impact of geopolitical decisions
on the development of agricultural enterprises in Latvia" analysed the set of geopolitical
decisions for 2014-2025 and their consequences in the cost structure of Latvian
agricultural enterprises, rearrangement of export markets and investment decisions.
The study uses quantitative and qualitative methods: analysis of official statistics
data, evaluation of regulatory documents and policy instruments, as well as structured
interviews with industry representatives. The empirical section conducted a case study
of two cooperatives LATRAPS and VAKS. The results show that the sharp rise in
resource prices in 2022 highlighted vulnerabilities in logistics chains, while in the long
run, labor costs are the biggest cost pressure.
Exports more than doubled in 2014-2024 as a result of a shift from Russia to EU
markets and an increase in the role of re-exports. CAP instruments stabilise income, but
frequent changes make strategic planning difficult. The most vulnerable are small and
medium-sized farms, which find it more difficult to finance precision farming and energy
efficiency solutions.
The work offers solutions for companies Diversification of raw materials and
contracts, precision agriculture, cooperation, insurance and for policymakers stability of
CAP rates for 3-5 years, investments based on reclamation and logistics capacities,
reduction of administrative burdens for SMEs to strengthen the resilience of the sector
to external shocks.
