Abstract (latvian):

"The Arab Spring" is a revolutionary movement that began in Tunisia the wave of revolts shook the Arab world and throughout the Mediterranean and even in the most remote regions (the United States, Canada ..). Whatever the nature of the changes, they will be irreversible. Everything becomes possible for the opposition who seemed powerless, despite their voluntarism and their sacrifices. Tunisian citizens have imagined and worked on new models of democracy called the Open Data or "open public data." Thus, the watchwords were transparency, participation and collaboration in which the media have a vital role to play ... access to documents and data relating to civic institutions through public web sites. Tunisia seems to be different from other revolutionary nations wanting to develop this idea and take the step towards the implementation of the dissemination of public data and the introduction of participatory democracy. Everything will be in a formal and governed by laws applied in the constituent assembly. And government data are accessible to the ordinary citizen Tunisian able to follow everything happening in the first place at the Constituent, to know what will be voted on and adopted or data become available to municipalities. Presented in a simple and understandable and will be available through websites and portals specially created for this. The Fourth Estate at the time of the Internet: Open Data and OpenGov, food for thought and work that drive large communities that are, in a very short time, moved from theory to practice, taking Tunisia a party full of technical talent to move forward and build citizen power. The Open Data and OpenGov is a civic literacy in Tunisia: fiction or reality?!

Abstract (latvian):

"le printemps arabe" est un mouvement révolutionnaire qui a commencé en Tunisie la vague des révoltes ont secoué toute le monde Arabe et la méditerranée et même dans les contrées les plus lointains (l’USA ,le Canada..). Quelle que soit la nature des changements, ceux-ci seront irréversibles. Tout redevient possible pour des oppositions qui semblaient impuissantes, en dépit de leur volontarisme et de leurs sacrifices. Des citoyens Tunisiens ont imaginé et travaillé sur de nouveaux modèles démocratiques qu’on appelle l’Open Data ou les "données publiques ouvertes ". Ainsi, les mots d’ordre étaient Transparence, participation et collaboration dans lesquels les médias ont un rôle essentiel à jouer... avoir accès à des documents et des données citoyennes relatives à des institutions publiques par le biais des sites web. La Tunisie semble se distinguer des autres nations révolutionnaires en voulant concrétiser cette idée et franchir le pas vers l’application de la diffusion des données publiques et l’instauration de la démocratie participative. Le tout sera dans un cadre officiel régi par des lois et appliqué au sein de l’assemblée constituante. Ainsi des données gouvernementales sont accessibles au simple citoyen tunisien capable de suivre tout ce qui se passe en premier lieu au niveau de la constituante, de savoir ce qui va être voté et adopté ou encore des données relatives aux municipalités deviendront disponibles. Présentées d’une manière simple et compréhensible elles seront ainsi consultables par le biais de sites web et portails spécialement créés pour cela. Le quatrième pouvoir à l’heure de l’internet: l’OpenData et l’OpenGov, des sujets de réflexion et de travaux qui animent de vastes communautés qui sont, en très peu de temps, passés de la théorie à la pratique, tirant parti d’une Tunisie qui regorge de talents techniques pour avancer et construire un pouvoir citoyen. L’OpenData et l’OpenGov est une l’alphabétisation civique en Tunisie: fiction ou réalité?!
