Rīga ir sena un noslēpumaina pilsēta, kurā kopā ar cilvēkiem mājo arī citas neparastas un apbrīnojamas radības. Filmas galvenais varonis cālēns Justiņš sapņo kļūt par Rīgas sargātāju – zelta gaili pilsētas augstākajā tornī. Tomēr viņam vēl jāizaug par īstu gaili, un šajā pieaugšanas ceļā Justiņš kopā ar meiteni Anci piedzīvo dažādus brīnumus un uztraukumus gan uz Vecrīgas jumtiem, gan pazemē, gan kuģojot pa Daugavu.

Filma uzņemta kā veltījums Latvijas galvaspilsētai Rīgai tās 800. jubilejā, filmas skaņu celiņš vēsta, ka darbība notiek 2001. gada 19. augustā, jubilejas svinību laikā, un tieši šajā dienā notika arī filmas pirmizrāde. Nacionālajā filmu festivālā Neparastie rīdzinieki saņēma balvu kā labākā animācijas filma, vēlāk Neparasto rīdzinieku kadrējums un filmai veidotie zīmējumi kļuva par pamatu bērnu grāmatai.

Riga is an old and mysterious city, in which unusual and amazing creatures live alongside humans. However, he still has to grow up to become a real rooster, and on this road to maturity Justiņš and a girl called Ance experience various miracles and complications on the roofs of Old Riga, underground and boating on the Daugava River.
