Darbā pētīta Latvijas jūras ostu konkurētspēja Baltijas jūras reģionā, izvērtējot
faktorus, kas nosaka ostu darbību un konkurences pozīcijas reģionā. Pētījumā aplūkota
Baltijas jūras reģiona ostu attīstība, kravu apgrozījuma tendences un konkurētspēju
ietekmējošie aspekti, tostarp infrastruktūra, ekonomiskā vide un attīstības potenciāls.
Pētījuma hipotēze - Latvijas jūras ostu konkurētspēja ir zemāka nekā citu
Baltijas jūras reģiona valstu ostām.
Darba mērķis ir izvērtēt Latvijas jūras ostu konkurētspēju Baltijas jūras reģionā,
nosakot galvenos ietekmējošos faktorus un to prioritātes.
Darba uzdevumi:
1. Izpētīt jūras ostu konkurētspējas teorētiskos aspektus un identificēt galvenos
konkurētspēju ietekmējošos faktorus, balstoties uz zinātnisko literatūru, nozares
pētījumiem un normatīvajiem regulējumiem.
2. Veikt Baltijas jūras reģiona un Latvijas jūras ostu darbības salīdzinošo analīzi,
izvērtējot ostu infrastruktūru, kravu apgrozījumu, ekonomisko vidi un attīstības
tendences.
3. Novērtēt Latvijas jūras ostu konkurētspēju Baltijas jūras reģionā, izmantojot pielāgotu
M. Portera dimanta modeli, analītiskās hierarhijas procesu un konkurētspējas indeksa
aprēķinu.
4. Izstrādāt secinājumus un priekšlikumus Latvijas jūras ostu konkurētspējas
paaugstināšanai Baltijas jūras reģionā.
Pētījumā izmantotas kvalitatīvās un kvantitatīvās pētījuma metodes, statistisko
datu analīze, salīdzinošā analīze, ekspertu aptauja, M. Portera dimanta modelis,
analītiskās hierarhijas process un konkurētspējas indeksa aprēķins. Darba pamatā
izmantoti Baltijas jūras reģiona ostu statistikas dati, zinātniskā literatūra, Eiropas
Savienības normatīvie akti un ostu attīstības pārskati. Pētījumā veikts Latvijas jūras ostu
konkurētspējas salīdzinošais novērtējums Baltijas jūras reģionā.
Darba pirmajā nodaļā analizēti konkurētspējas teorētiskie aspekti un Eiropas
Savienības normatīvo regulējumu ietekme uz ostu konkurētspēju. Otrajā nodaļā veikta
Baltijas jūras reģiona un Latvijas jūras ostu darbības salīdzinošā analīze, trešajā nodaļā
veikts Latvijas jūras ostu konkurētspējas novērtējums, izmantojot M. Portera dimanta
modeli, analītiskās hierarhijas procesu un konkurētspējas indeksu.
Pētījuma rezultāti liecina, ka ostu konkurētspēju Baltijas jūras reģionā nosaka ne
tikai infrastruktūras kvalitāte, bet arī spēja nodrošināt stabilas kravu plūsmas, efektīvi
izmantot investīcijas un pielāgoties tirgus pārmaiņām. Secināts, ka Latvijas ostām ir
attīstīta infrastruktūra, tomēr to konkurētspēju būtiski ietekmē kravu struktūras izmaiņas
un pieaugošā konkurence reģionā, tādējādi apstiprinot izvirzīto hipotēzi.
Darba novitāte saistīta ar kombinētas novērtēšanas pieejas pielāgošanu Latvijas
jūras ostu konkurētspējas izvērtēšanai Baltijas jūras reģiona kontekstā, izmantojot M.
Portera dimanta modeli, analītiskās hierarhijas procesu un konkurētspējas indeksa
aprēķinu.
Maģistra darbs uzrakstīts latviešu valodā, satur 55 lappuses, 10 attēlus, 15 tabulas, 15
formulas, 4 pielikumus un izmantoti 48 literatūras un informācijas avoti.

Abstract (english):
The master’s thesis, “Competitiveness of Latvian Seaports in the Baltic Sea
Region”, examines the competitiveness of Latvian seaports within the Baltic Sea region
by analysing the factors influencing port operations and competitive performance. The
study focuses on port development trends, cargo turnover dynamics, infrastructure,
economic conditions, and development potential affecting port competitiveness.
The research hypothesis states that the competitiveness of Latvian seaports is
lower than that of seaports in other Baltic Sea region countries. The aim of the thesis is
to evaluate the competitiveness of Latvian seaports in the Baltic Sea region by identifying
the main influencing factors and determining their relative importance.
To achieve the aim, the study examines the theoretical aspects of seaport
competitiveness, analyses the operational performance of Baltic Sea region ports,
assesses Latvian port competitiveness using adapted analytical methods, and develops
proposals for improving competitiveness. The research is based on scientific literature,
statistical data, European Union regulatory documents, port development reports, and an
expert survey.
The study applies both qualitative and quantitative research methods, including
comparative analysis, statistical data analysis, M. Porter’s Diamond Model, the Analytic
Hierarchy Process (AHP), and competitiveness index calculation. A comparative
evaluation of Latvian seaports and selected Baltic Sea region ports was carried out within
the research framework.
The first chapter analyses the theoretical aspects of competitiveness and the
impact of European Union regulatory frameworks on port competitiveness. The second
chapter provides a comparative analysis of Baltic Sea region ports and Latvian seaports,
focusing on infrastructure, cargo turnover, economic conditions, and development trends.
The third chapter presents the competitiveness assessment of Latvian seaports using the
adapted Porter’s Diamond Model, AHP, and competitiveness index calculation.
The research results demonstrate that port competitiveness in the Baltic Sea
region depends not only on infrastructure quality, but also on the ability to maintain stable
cargo flows, efficiently utilise investments, and adapt to market changes. The study
concludes that although Latvian ports possess relatively developed infrastructure, their
competitiveness is negatively influenced by changes in cargo structure and increasing
regional competition, thereby confirming the research hypothesis.
The novelty of the thesis lies in the adaptation of a combined evaluation approach
integrating M. Porter’s Diamond Model, the Analytic Hierarchy Process, and
competitiveness index calculation for assessing the competitiveness of Latvian seaports
in the Baltic Sea region.
The master’s thesis is written in Latvian and consists of 55 pages, 10 figures, 15
tables, 15 formulas, 4 appendices, and 48 literature and information sources.
