Abstract (latvian):

Mūsdienās strādājot pie dažāda veida projektiem, ir jārēķinās ar iespējami paredzamu un neparedzamu, novēršamu un arī nenovēršamu risku parādīšanos. Lai projekta uzstādītie mērķi nestu gaidītos rezultātus, projekta sākuma fāzē un visā tā attīstības un realizācijas garumā ir jāveic sistemātisks riska menedžments. Katrs jebkāda veida projekts saskaras ar nenoteiktību apkārtējā vidē, līdz ar to tas ir izaicinājums jebkuram projekta vadītājam – apzināt, izvērtēt un noteikt, cik lielā mērā nenoteiktība ietekmē vai var ietekmēt projekta mērķu sasniegšanu. Neskaidrības un neparedzamība sevī var ietvert divas puses – gan riskus, gan iespējas -, kas var sagraut, vai arī vairot projekta vērtības. Tādējādi ir nepieciešams nenoteiktību efektīvi pārvaldīt, ko iespējams veikt, pārdomāti izmantojot riska menedžmentu, identificējot riskus un iespējas, tās analizējot, izvērtējot ietekmi uz projekta mērķu sasniegšanu un atbilstoši rīkojoties. Maģistra darba mērķis ir noskaidrot, kādi ir galvenie riski starptautisku projektu īstenošanā, un izpētīt, kuri no šiem riskiem ir aktuāli Baltijas valstu dalībā Venēcijas mākslas biennālē.

Abstract (english):

The subject of the Master’s thesis is International Project Risk Management. Example of Baltic Countries Participation in Venice Art Biennale. The thesis focuses on the Baltic pavilions in the 56th Venice Art Biennale, referencing project management, risk management, international and culture project theory analysis, and the experiences of the organizers – the problems and difficulties they faced during this project. The Master’s thesis is composed of three chapters. The first chapter gives an overview of the concepts of project management and risk management, giving an in-depth look of risk management during the whole lifespan of a project. The second chapter explores the unique qualities involved in organizing international projects and the typical risk factors that might be involved. This includes the characterization of culture projects, with the specific example of the Venice Art Biennale and the most common risks associated with its organization. The last chapter of the thesis examines the experiences accumulated by the organizers of the Baltic state pavilions during the 56th Venice Art Biennale in 2015, specifically focusing on the risks and problems involved in the management of the pavilions. During the research it is concluded that the public funding for participation in the Venice Art Biennale is insufficient, and even though conversations have happened with the ministries of culture, there have not been any significant development. Also the assembling of the project team and the relationships between persons involved is unpredictable, which leaves the manager in search of compromises. While none of the organizers made a risk management plan, during team meetings potential risks were identified and discussed. A necessity is a careful selection of exhibition invigilators, who should be citizens of the nation that has organized the exhibition. The research also suggests the need for a one institution in each of the nations that deals with regular, long term project management, that would help to avoid the most common and inconvenient risks.
